What the property records look like

The Bangalore Development Authority formed Kumaraswamy Layout in two stages, with the 1st Stage the larger one. Next to it, ISRO Layout (also called Vikram Sarabhai Layout) was formed by the BDA in the mid-1980s for ISRO employees. Around these planned layouts are older villages and private extensions such as Yelachenahalli, Vasanthapura and Bikasipura, where titles are more varied.

For a BDA house of this age, the paper trail usually includes the original allotment, a possession certificate and an absolute sale deed, followed by later sale deeds or inheritance. The common gaps are:

• the original allottee died and the khata was never transferred
• one heir lives abroad and has to sign through a power of attorney
• the family wants to give the plot to a builder for a joint development, and nobody has read the agreement closely
• a flat bought in a newer building nearby is delayed or does not match what was promised
