Owners of B khata sites in Bengaluru can now apply to move to A khata under a scheme run by the Greater Bengaluru Authority (GBA). It was launched in October 2025. You apply online, the city corporation inspects the site, and once you pay the fee the property is moved to the A register.
The fee is a percentage of the property’s guidance value. It was 5%, was cut to 2% for a 100-day window in 2026, and went back to 5% after 23 August 2026. On a site worth Rs 1 crore at guidance value, 5% is Rs 5 lakh, so it is worth checking eligibility carefully before you pay.
Not every B khata property qualifies. Flats are excluded, and land marked for roads, drains or other public use will be rejected. This page covers who can apply, what it costs, the documents, and how to follow up.
Who can apply for B-khata to A-khata conversion
The GBA scheme, as reported by Deccan Herald, covers:
- vacant plots
- plots with a single-owner building, such as an independent house
- both converted sites and unconverted revenue sites
It does not cover individual flats or multi-storey apartment complexes with a B khata. Those owners have to wait for a separate solution.
The property must already have a final e-khata in the B register. If you have only a draft, finish that first. Our e-khata guide explains how.
Officials have also said properties built on land earmarked for roads, storm water drains and other public infrastructure will be rejected. Government land, tank beds and land under acquisition are also excluded under the state-level order. Only properties recorded in the B register before a cut-off date in 2024 qualify. Check the cut-off shown on the portal when you apply, because reports give slightly different dates.
Conversion cost: what you will pay
| Item | Amount |
|---|---|
| Application or registration fee | Rs 500 |
| Conversion (single plot approval) fee, at launch in 2025 | 5% of guidance value |
| Concession, 15 May to 23 August 2026 | 2% of guidance value |
| After 23 August 2026 | Back to 5% of guidance value |
On top of this you may be asked for unpaid property tax, penalties, and other charges set by the corporation. Larger sites were handled through a separate route with a scrutiny fee.
The fee is calculated on the guidance value, the government’s minimum value for the area, not on what you paid. You can look up the guidance value for your area on the Kaveri portal.
The government has changed this fee twice in a year. Before you pay, check the demand notice on the portal and confirm the current rate.
Documents required
The portal asks for some of these online. The inspecting officer may ask for the rest, so keep them ready:
- final B e-khata with its ePID
- Aadhaar of all owners, for authentication
- registered title deed (sale deed, gift deed, partition deed) and the earlier deeds in the chain
- encumbrance certificate for the property
- latest property tax paid receipt
- conversion order from the Deputy Commissioner if the land was farmland and was converted
- a simple sketch of the plot and the building, if there is one
- your consent for any private road in front of the site to be treated as a public road, where the portal asks for it
How to apply, step by step
For sites up to 2,000 sq m at launch, the route was:
- Log in at bbmp.karnataka.gov.in/BtoAKhata with your mobile number and OTP. The upgraded eAasthi 2.0 portal also lists B to A conversion as a service.
- Enter the ePID of the B e-khata and complete Aadhaar authentication.
- Confirm the site location and the kind of road in front.
- Print the acknowledgement.
- Wait for the site visit by corporation staff.
- Pay the fee shown in the online demand.
- On approval, the property moves to the A register.
Bigger sites were filed through a registered architect or engineer on the building plan (BPAS) portal with drawings.
Is there a last date?
People keep asking for the “last date” because of the 2% window, which closed on 23 August 2026. As of September 2026, Deccan Herald reported that the GBA scheme itself had no expiry date. Separately, the state government issued an order in September 2026 allowing B to A conversion across urban local bodies and gram panchayats in Karnataka, reported to run until 31 December 2027.
So the scheme is open, but the low fee is gone. Watch for any new concession, and do not rely on what you heard a few months ago.
How to check B-khata to A-khata status
Use the acknowledgement number on the same portal. eAasthi 2.0, launched in September 2026, lets you see which stage your application is at. If it has been stuck at “site inspection” or “verification” for weeks, raise it on the GBA helpline, 94806 83695, quoting the application number.
Problems a lawyer can help with
A conversion application is also a title check. The corporation is about to give your property a stronger record, so it looks hard at the papers. Get legal help when:
- the title chain has a gap, such as an unregistered sale or a GPA sale
- the property came by inheritance and the heirs have not been recorded (see khata transfer)
- the application was rejected for “public land” or “road” and you believe the survey records show otherwise
- a co-owner or relative refuses to give Aadhaar consent
Paying the fee does not cure a defect in ownership. If you are buying a B khata property and the seller says “it will be converted”, read our article on A-khata, B-khata and e-khata first and get the documents checked.
Questions people ask
How much does B khata to A khata conversion cost in Bengaluru?
The main fee is 5% of the property’s guidance value, plus a Rs 500 application fee and any tax arrears. A 2% rate applied only between 15 May and 23 August 2026.
Can apartment owners convert B khata to A khata?
No. The GBA scheme covers vacant plots and single-owner buildings. Individual flats and apartment complexes are excluded for now.
Do I need e-khata before applying?
Yes. The application starts from the ePID of your final B e-khata.
What happens after conversion to A khata?
The property is recorded in the A register, which helps with bank loans, building plan approval and resale. It does not regularise any building that violates the rules.
Is there a last date for B khata to A khata?
The 2% concession ended on 23 August 2026. The scheme itself was still open in late 2026, but check the portal for the current position.
